Guide for developers
HOA turnover: the developer's checklist
What to hand over, when, and how to close the handoff without disputes.
How does HOA turnover work?
- 1
Check your trigger
Read your CC&Rs for the turnover trigger (share of homes sold or a date) and confirm state rules with your attorney.
- 2
Gather records early
Collect documents, finances and board records as you go instead of rebuilding them at the end.
- 3
Inspect the common areas
Walk the property with the incoming board or manager and list open warranty and maintenance items.
- 4
Hold the turnover meeting
Homeowners elect their board, and the developer presents records and balances.
- 5
Sign off and step back
Developer, manager and board president sign off. The developer's access becomes read-only.

- It depends on the governing documents and state law. Turnover is commonly triggered once a set share of homes has sold, or after a set number of years. Check your CC&Rs and confirm with your attorney.

- How does TrustHOA help with turnover?
- TrustHOA turns this checklist into a shared turnover tracker: each item has an owner and due date, all three parties sign off, and the HOA receives a turnover certificate PDF. The developer keeps read-only access afterward.
